不久前，一台价值1.06亿元的设备经空运从荷兰飞抵厦门，由于该设备价值高，而且对保存和运输有着很高的要求——必须保持在23℃恒温状态下。为了避免影响设备的精度，在运输中也对稳定性有极高的要求。因此，机场海关以机坪查验的方式对该货物实行全程机边监管，待货物装入特制温控气垫车，移至海关的机坪视频监控探头之下，完成紧急查验后当晚就得到放行。

　　二手光刻机如何报关如何清关？

　　光刻机是芯片制造的核心设备之一，按照用途可以分为好几种:有用于生产芯片的光刻机；有用于封装的光刻机；还有用于LED制造领域的投影光刻机。用于生产芯片的光刻机是中国在半导体设备制造上最大的短板，国内晶圆厂所需的高端光刻机完全依赖进口，本次厦门企业从荷兰进口的光刻机就是用于芯片生产的设备。

　　目前，光刻机领域的龙头老大是荷兰ASML，并已经占据了高达80%的市场份额，垄断了高端光刻机市场。日本尼康在高端光刻机上完全被ASML击败，即便尼康的ArF光刻机售价仅仅不到ASML的一半也无补于事。Intel、台积电、三星用来加工14/16nm芯片的光刻机都是买自ASML，格罗方德、联电以及中芯国际等晶圆厂的光刻机主要也是来自ASML。

　　相比之下，国内光刻机厂商则显得非常寒酸，处于技术领先的上海微电子装备有限公司已量产的光刻机中，性能最好的是能用来加工90nm芯片的光刻机，技术差距说是鸿沟都不为过。正是因此，国内晶圆厂所需的高端光刻机完全依赖进口，本次从荷兰空运至厦门机场的ASML光刻机，就是用于芯片生产制造的高端光刻机，由于是厦门的一家公司申报进口的，笔者猜测，这台设备很有可能是厦门当地政府与台湾联华电子合资的晶圆厂从荷兰ASML采购的。不过，由于西方瓦森纳协议的限制，中国只能买到ASML的中低产品，这一点从厦门当地企业进口的光刻机报价仅1亿人民币就可以看出来了。

　　1、贸易方式:目前国内采用zui多的国际贸易条款有3种:EXW、FOB、CIF。不同贸易方式，进口商承担的责任不一样。EXW贸易条款进口商需要负责国外上门提货，国外清关，海运，国内清关；FOB贸易条款进口商需要负责海运及国内清关；而CIF贸易条款进口商只需要负责国内清关。1, the mode of trade: At present, there are three kinds of international trade terms using zui: EXW, FOB, CIF.
