具体流程:

　　1)申请

　　申请单位通过电子方式或书面方式，向直属局提出申请，同时按照不同产品的要求并向检疫局提供相关附随单证，须加盖公章，并附光盘。

　　2)受理

　　直属局根据申请单位提交的材料是否齐全、是否符合法定形式作出受理或不予受理的决定，履行受理受理手续后，向国家质检总局动植司递交申请。

　　3)审核、批准

　　动植司根据动植物疫情、法律法规、公告禁令预警通报等对直属局提交的申请进行审核，作出许可或不予许可，并签发《许可证》或《未获准通知书》。

　　审批工作自直属局受理之日起20个工作日内完成。在货物发运前，许可证必须已签发。否则会影响报验和通关事宜。

　　进口水果清关操作:

　　备案做好之后可以国外发货，一般水果进口都是采用冷藏柜的，冷藏柜子到港口需要特别的处理，需要停放在仓库里面而且需要提供电源供应。我们柜子到了港口就需要马上处理清关手续，因为一般的冷冻柜都没有设免仓期，而且每天在码头产生的费用是特别高的水果到了码头，我们首先申请商检，让商检的人过来看货抽样，一般不会出现问题（之前有做备案），出来报检证书，就可以下一个环节清关的动作，清关的时候需要我们提供装箱单、合同、发票、打冷报告、植检证、产地证、还有提交增值税和关税。通过之后安排拖车运输到指定的地点。

　　Specific process:

　　1) Application

　　2) Acceptance

　　The Bureau directly under the GAQSIQ shall decide whether to accept or not according to whether the materials submitted by the applicant are complete or conform to the legal form, and submit the application to the animal and plant Department of the AQSIQ after fulfilling the acceptance formalities.

　　3) Review and approval

　　According to the animal and plant epidemic situation, laws and regulations, announcement of prohibition and early warning notice, the Department of animal and plant shall review the application submitted by the directly affiliated Bureau, make or disapprove the permit, and issue the permit or disapproval notice.

　　The examination and approval shall be completed within 20 working days from the date of acceptance by the directly affiliated Bureau. The permit must have been issued before the goods are shipped. Otherwise, the application for inspection and customs clearance will be affected.
