　　一位研究移民问题的中国学者告诉《环球时报》记者，中国人向外偷渡的情况转变很大，特别是与上世纪90年代和20世纪初偷渡比较严重的时期相比。“过去，如果一个地区偷渡的人达到一定规模，或者占总人口一定比例，公安部门会对该地区所有护照申请进行严格审查。现在护照申领已经放开，针对一个地区的严格审查也取消了，因为偷渡者越来越少。”德国移民专家韦斯特梅尔也说，中国偷渡客10多年前在欧洲每年会被发现几十人，现在几乎听不到这类事件发生。
